I recommend taking the standard M+ AR talents.

Focus down any fish stick totems. Blur the goliaths' Tidal Stomp. Use your CC at the end of the packs to prevent murlocs from pulling more packs. Be careful of the Stormforged Guardians' Crackle. This used to be cast on anyone, but seems to only go on the tank now. I'm unsure if this is a bug they'll eventually fix or if it's intended.

Try to use a Reaver's Glaive for when the adds spawn, but since there are only 2 and they cast a DR on the boss it's not a huge deal. We should always be running one of the orbs thanks to our mobility, so avoid doing the console in intermissions if you can, save that for your least-mobile player.

The Burly Deckhands' Super Saison ability really hurts tanks when they're buffed. Stun them liberally while the buff is up or towards the end of its cast (note: they will just recast it). Interrupt Brackish Bolt from the tidesages freely.

Don't get hit by cannonballs and follow your tank. They removed the damage from the dragon's tail, so you can stand behind the boss if needed. Pop Blur if your healer is keeping Time Bomb on you. If adds get close, you can use them to funnel into the boss or stun them with Chaos Nova for souls.

Hard swap to any Wandering Pulsars that spawn from the starseers and kick every Unstable Rift cast by the ritualists.

There's no havoc-specific tech for this boss, just do the mechanics. If your group fails the Hyperlight Jolt or Collapsing Star, you'll probably need to Netherwalk.
